San Salvador, El Salvador, del 20 al 22 de julio de 2001

C O N S I D E R A N D O
1. Que el Plan Colombia significa, de nueva cuenta, la intervención militar directa estadounidense en los asuntos internos de un Estado soberano latinoamericano, la República de Colombia, dentro de los lineamientos de la Doctrina Monroe, del Corolario de Roosevelt, de la destrucción del gobierno legítimo de Salvador Allende en Chile, de las continuas agresiones al gobierno Sandinista en Nicaragua, de la participación directa en la guerra centroamericana y de la continua hostilidad contra Cuba, manteniendo el criminal bloque, a pesar de los pronunciamientos de las Naciones Unidas, cada año.
2. Que dicha intervención constituye una flagrante violación al derecho internacional, al derecho de autodeterminación de los pueblos y una amenaza a la paz y estabilidad de la región.
3. Que por su naturaleza de contrainsurgencia, el Plan Colombia se dirige primordialmente contra la población civil de Colombia y tiene por fin inmediato, destruir o neutralizar la resistencia de todo sujeto social opuesto al proyecto de reestructuración neoliberal de la economía colombiana y latinoamericana.
4. Que el Plan Colombia, en la realidad es un plan militar que involucra a los países de la región – a través de la llamada Iniciativa Andina – y los compromete de diversas maneras en la intervención y se dirige, sin ninguna duda al control de la cuenca amazónica, afectando la soberanía de los países que la integran. Pone en peligro la consolidación, en Venezuela, del proceso de que lidera el Comandante Hugo Chávez y afecta a los países centroamericanos comprometidos en el desarrollo democrático por vías distintas a la guerra.
5. Que el Plan Colombia, como plan de guerra se constituye en el principal obstáculo en la búsqueda de soluciones diferentes a la guerra para elconflicto colombiano.
6. Que además produce el desplazamiento masivo hacia países vecinos, de lapoblación civil que ocupa áreas agredidas.
7. Que el uso de las más modernas tecnologías de guerra, incluyendo el de armas biológicas contra las plantaciones de coca, constituye un impredecible y grave peligro para la ecología de la zona de biodiversidad más importante del mundo, la Amazonía.
8. Que el plan de intervención militar regional “Colombia” debilita tanto la integración como las buenas relaciones entre vecinos y prepara escenarios de guerra, creando incertidumbre y angustia a los pueblos de la región.
R E S U E L V E N
1. Convocar a la opinión pública internacional y a las fuerzas democráticas del mundo, a apoyar el Encuentro Internacional por la paz en Colombia, a realizarse en San Salvador, El Salvador, del 20 al 22 de julio de 2001.
2. Denunciar y rechazar el Plan Colombia y su anexo la Iniciativa Andina, como planes de intervención militar estadounidense que afectaran negativamente la convivencia pacífica, la estabilidad democrática y el desarrollo económico de los pueblos y Estados Latinoamericanos.
3. Promover la solidaridad internacional de los pueblos y gobiernos con lasluchas del pueblo colombiano que busca una salida diferente a la guerra para el conflicto social y armado que padece.
4. Generar posibilidades de fortalecimiento de los lazos de amistad, integración y buena voluntad, que permitan buscar el desarrollo con justicia social y paz.
5. Respaldar los procesos de diálogos entre el gobierno colombiano y las fuerzas insurgentes.
6. Apoyar propuestas de sustitución de cultivos ilícitos y la lucha contra el narcotráfico, sin el empleo de la guerra, por ser este un fenómeno económico y social que afecta a toda la humanidad.
